Right information at the right place is utmost requisite to effectively complete the responsibilities of police in counter terrorism, particularly in investigation of crime and in detecting & tracking of terrorists. Every police station has a lot of database of criminals across the nation who is roaming in cities and towns attempting the anti social activities repeatedly. These anti social elements can be identified and nabbed with the help of smart surveillance system. Especially when most wanted terrorists and the ones with the previous criminal databases helping them for anti social activities can be caught at the stage of planning any malevolent activities.
Most of the terror activities were planned and executed either for mass killings or damage to infrastructure to get maximum media coverage and impacts on national economy. The most attracting targets include government buildings, transport networks, critical infrastructure, shopping malls, star hotels and crowded areas etc.
Every facility which are target to the terrorism are already under the coverage of surveillance systems and other electronic securities, but they are distributed and managed individually which cannot check and identify a person with criminal background in anti social activities until unless any incident happens. Most of the situations and attacks happened earlier has an evidence of the terrorist presence on respective locations for planning an attack. This could have been mitigated if police department identified their presence at the earlier stages. It’s not that police department is not capable but they are not well equipped with the proper infrastructure.
If the cameras at the entrances & exit of the attractive targets are registered in appropriate police stations under the jurisdiction, which are enabled to stream the respective feeds to the district managed command control capable enough to pick up the appropriate cameras, when it finds a person with criminal background and pops up a video of the location where the criminal exists, will greatly enhances in fighting against terrorism. After identifying the location of terrorist/criminal Command control operators can use the remaining cameras of the premises by requesting authority of the premises for proper rights to access the internal surveillance system for tracking the exact location of the identified criminal. If suspect managed to escape from the premises the same can be tracked and followed with the help of cameras across the city which is already under control of the police department. The command control operator can stream the location of identified terrorist to the nearest patrolling force to nab the terrorist.
Police department can request societies and commercial business premises to register their cameras in front of the entrances and exits covering the roads at nearest police stations for using them for the time of emergencies. Department should make mandate to register the cameras with appropriate rights to use those cameras for investigation and tracking terrorists.
It’s not possible to connect and use every camera of commercial and residential society to be connected for intelligent surveillance system in present scenarios due to financial implications but these will happen in near future. At present conditions the facilities which are target attractive to the terrorist can be considered for smart surveillance system in tracking and identifying the terrorists.
For making this possible, all the facilities which are potential targets for terrorism; would take initiative in securing their environment by requesting concerned police departments to get involved for avoiding any anti social activities in their premises, by giving appropriate rights of the cameras monitoring the entrances and exits to be used for identifying the people with the criminal background. For security reasons if the environment is using their own command control then they can install separate cameras at the entrances without interconnecting them to their existing security network. This can be assigned with proper rights to access the same at the time of emergency.
